Labour ComplianceThe Punjab State Power Corporation Limited (PSPCL) on January 02, 2026, notified regarding the registration as a Principal Employer under the Contract Labour (Regulation & Abolition) Act, 1970.

The following has been stated namely: -

• The circular clarifies that PSPCL engages contractors/firms for outsourced labour across its various establishments, to which the Contract Labour (Regulation & Abolition) Act, 1970, applies. 

• Under Section 7 of the Act, the concerned PSPCL establishments are required to obtain registration as Principal Employers, while contractors shall obtain licences under Section 12. 

• It has been observed that non-registration by some establishments has resulted in the denial of contractor licences and prevented outsourced workers from availing labour welfare schemes due to the non-issuance of Form-V. 

• Accordingly, all concerned PSPCL establishments are directed to ensure timely Principal Employer registration and issuance of Form-V to contractors to avoid legal complications.
